Scenario: Nuclear War

The world's superpowers possess enough nuclear weapons to annihilate an enemy state, should a full-scale attack be launched. As a result, a threatened state with a similarly destructive arsenal of nuclear weapons would declare an intent to launch them as soon as an incoming threat was detected, in order both to deter a first strike, and to provide a chance of retaliation if a first-strike were to destroy launch stations or control facilities. In this scenario, both sides would suffer unacceptably heavy losses in what is known as 'Mutual Assured Destruction'. The theory is that this will lead to a tense but stable peace. The theory fails if early-warning systems malfunction, or if either side deems mutual destruction to be acceptable.
